Manage Hazardous Substances (MHS)
For Whom
The target audience of this competency unit may include:
-
- Persons who control and manage chemicals at the workplace
- Person wants to be recognised as “competent persons” for the control of hazardous substances at the workplace, as defined in legislature
- Persons who are licence holders for import, possess, sell or offer for sale of hazardous substances
- Permit holders for using, keeping or having in possession, or controlling hazardous substances
- Occupational Hygiene (OH) professionals such as OH Technicians
- Workplace Safety and Health (WSH) professionals, such as WSH Coordinators, Officers, and Auditors
- Any persons who control or manage hazardous substances at the workplace
Entry Requirement
Learners are assumed to possess the following set of attitudes, skills and knowledge:
1) Course Entry Requirements
Literacy and Numeracy

- WSQ Employability Skills Workplace Literacy and Numeracy Level 6; or
- Grade C6 in GCE ‘O’ Level for English and Mathematics Science
- Recognised Technical/Engineering Diploma or;
- Grade C6 in GCE ‘O’ Level Science (Chemistry)
2) Assumed Attitude, Skills and Knowledge:
Attitude, skills and knowledge that the individual are recommended to possess before taking up the unit so as to confidently undertake the unit and to be successful subsequently on the job
Working Experience

- Recommended to have 2 years working experience in any industry
- If the candidate has a recognised technical diploma, they are not expected to fulfil the recommendation of 2 years working experience in any industry.
Course Overview
On completion of this unit, the learner will have the knowledge and be equipped with the application skills in measuring and assessing contaminants at the workplace.
- This includes identifying of sources of hazardous substances, implementing control measures and managing the associated risks. Persons who successfully completed this unit of competency will be recognised as ‘competent persons” for the control of hazardous substances at the workplace by the Ministry of Manpower. This competency unit also covers the knowledge to control and manage hazardous substances, as required by the National Environment Agency, for the fulfilment of their duties as hazardous substances licence and permit holders.
Course Content
A competent individual must be able to successfully perform the following:
1. Analyse health, safety and environmental hazards and risks due to hazardous substances at the workplace with reference to relevant information sources.
2. Determine appropriate control approaches for hazardous substances based on relevant information for the hazardous substances control.
3. Implement control measures for hazardous substances in accordance with hierarchy of control and relevant legal and other requirements.
4. Manage the risks due to hazardous substances in accordance with good risk management practices.

Trainer/Facilitator Requirements

Domain Knowledge Requirements
The trainer must have a Degree or post graduate degree in Occupational Health / Industrial Hygiene or in related disciplines such as in Engineering, Chemistry or Bio-medical. Those qualified as a Certified Industrial Hygienist (CIH)/ Certified Occupational Hygienist (COH) or have attained equivalent certifications will have an added advantage.
Domain Work Experience
The trainer must have at least 5 years’ WSH experience in Occupational Hygiene or Workplace Health. Experience as an Approved WSH Officer or in sampling and
analysis of hazardous substances is an added advantage. The trainer must also be able to provide evidence of maintaining currency, for example, through recent work in the industry as WSH occupational hygienist, manager, consultant or trainer, or professional development or active membership of a professional association in the relevant mentioned disciplines.
WSQ Trainer’s Pedagogic Requirements
The trainer must have at least 2 years of training experience in a workplace health related programme over the last 4 years. The trainer must have been certified competent and awarded the Advanced Certificate in Training and Assessment (ACTA) or its equivalent.
